Carey McWilliams has a concealed weapons permit from North Dakota and one from Utah. He can't understand why he can't get one in Minnesota.
McWilliams, 33, is blind.
The article from KSL.com, Fargo North Dakota, quotes McWilliams as saying "It's nobody's business that I'm blind."
A friend accuses the judge who refused to grant him the permit at a hearing of legislating from the bench.
McWilliams is, by all accounts, a nice guy, and he did complete the required course.
The permits he does have allow him, with reciprocity, to carry his gun in 30 states.
Call me paranoid...

Does he also have a driver's license?

Hmm. Why would a blind man need to carry a firearm on him outside of the house? To shoot someone who's trying to rob him? How would he know who's behind the assailant when that .45 rips right through him? Go figure, but that's the USA for you. They don't have the world's highest mortality rate with firearms for no reason.
