He's a child prodigy. Bubba Ludwig received his gun permit for the state of Illinois after his grandfather decided to buy him a shotgun, and his father decided to apply for his first permit.
On the application, in addition to the picture, his father included the information that Bubba is 2'3" tall and weighs 20 pounds.
Since he can't write, his father put the pen in his hand and let him make his mark.
Just the thing for a budding ten-month-old marksman.

The story reminded me of something one of my colleagues had printed up a while back, about a working revolver that is 2.16 inches long, and takes bullets that are 0.35 inches long. The bullet travels at 426.5 feet per second. Ouch...that would sting.
